Do I have to attend classes on public holidays?

You don’t have to attend classes on public holidays. The University's academic calendar lists the holidays that Federation observes.  There are some local holidays that are not included, such as Ballarat Show Day; classes will continue as usual on these days so you will be expected to attend.
